What determines execution, extermination, prohibition, or punishment for even the smallest of things that is not at one with Tao is called the Law.

Explanation |
Law is the means by which conformity is produced so that people will have to act as they should. Therefore execution, extermination, prohibition, and punishment are used to make them one [with Tao]. Affairs are supervised by the law. Laws are derived from political power, and political power is derived from the Way.
